Welcome to Elmwood Farm, in Williamsport, MD. This page is to provide basic information and highlights about the Homeowner's Association for both current and prospective residents.
Elmwood Farm is a planned community that will be home to approximately 170 single family homes once complete. Throughout the community are common areas that consist of grassy fields, flower beds, wooded areas, and paved walking trails that are to be enjoyed by all members of the HOA and their guests.
The Homeowner's Association (HOA) provides several key functions to the community. First, the HOA contracts lawn services to maintain all common areas. Second, the HOA manages the trash and recycling collection services provided to all current members of the community. Third, the HOA manages an architectural control committee that regulates the standards of the community to allow all residents to improve and update their properties within the guidelines established by the community. Finally, the HOA serves to manage itself and continue to operate and improve the community.
The HOA is operated by 5 volunteer board members and homeowners from the community who were elected by the members of the community.
If you are new to the community, please take time to read the bylaws that define how the HOA operates, the Covenants, Conditions, and Restrictions that define the overarching rules that apply to all members and properties, and the Architecture Guidelines that define basic, community defined rules for modifications to properties. These documents should be provided to you prior to closing. Please ask if you have not had a chance to review them.
The HOA Architecture Control Committee (ARC) operates to help ensure the quality and value of the community by verifying all exterior home improvement projects fit within the rules that were established by the HOA. We continually monitor and adjust those rules to be current with the standards of this community.

Elmwood Farm HOA Highlights
For any new homeowners, or even current homeowners, below are some key highlights that will help you get more familiarized with the community and its resources.
Our official contact point is with our property manager at Sunshine Management. Any official business and requests should be directed to them. Sunshine Management handles all billing inquiries.
The "elmwoodfarmhoa.com" website is the preferred source to gather current information and documents, to submit Architectural Change Requests, and to locate other key contacts or information within the HOA.
The "Elmwood Farm Neighborhood" Facebook group is a non-HOA managed group for residents to share information and is a great resource for getting to know the community.
Trash Collection is provided as part of your quarterly HOA dues and a can will be provided by our operator, Apple Valley Waste.
Trash cans must be stored out of public view after trash collection day.
The common areas are for all members, their families, and their guests' enjoyment. Many people use these areas for exercise, riding bikes, walking dogs, and general outdoor enjoyment.
No motorized vehicles, golf carts, gas powered bikes are allowed on common areas. Small children's electric bikes and scooters are allowed.
All members, families, and guests must obey all laws upon common areas. Children under the age of 16 are required to wear helmets when riding bicycles, as per Maryland Bicycle Helmet Law.
Pets must be leashed at all times and pet waste must be picked up. Pets that go unleashed on common areas, while possibly under owner influence, still cause serious distress to other pets, members, and especially children. Intentionally unleashed pets on common spaces are considered a safety violation. There are many off-leash dog parks in the area, but not within Elmwood Farm.
Trailers, boats, RVs, or other large vehicles may not be stored within the community for longer than 3 days. You may bring them home to prepare for trips, maintain, or other personal reasons, but otherwise they must be stored outside the community or fully enclosed within garages.
There are a few key highlights for ARC guidelines.
All exterior improvement projects must be submitted for approval in advance to allow the committee to help ensure your project meets the required rules.
Example improvements requiring approval include pools, decks, sheds, playgrounds, patios, pergolas, solar panels, and fences.
Above ground pools will not be allowed. (This includes "quick set", Intex, inflatable, or temporary type pools that are greater than a small "kiddie" pool.)
Many fence styles are allowed. Chain link will not be allowed. No fence may be installed forward of the rear yard.
Chicken coops, outdoor doghouses, clotheslines, or similar installations are not allowed.
Sheds are allowed, but there are guidelines as to what is acceptable.
The HOA has an annual meeting to elect new officers, which will then operate the HOA for an elected term. The HOA Board of Directors meet regularly to discuss and operate the community. All meetings are open to all members. Member attendance, input, and suggestions are not only welcome, but highly desired for the sake of continually improving the community to reflect the ideas and opinions of all members.
